The City Manager is the Chief Administrative Officer of the City of Peekskill, responsible to the Common Council for the administration of all City affairs, as provided by the City Charter.
In February, 2016 the Common Council appointed Richard A. Leins City Manager, Mr. Leins having served as Acting City Manager since April, 2015. Prior to his service with the City, Mr. Leins held several other municipal positions, including as a Member of the Planning Board of the Village of Ossining, as well as its Prosecuting Attorney, Corporation Counsel and Village Manager. Mr. Leins has also served as Town Attorney and Special Counsel to the Town of Ossining.
Mr. Leins is a graduate of Dickinson College in Carlisle, Pennsylvania and of Fordham University School of Law in New York.
Mr. Leins is a member of the International City/County Management Association, as well as the New York State and Westchester County Bar Associations.
