Downtown Business District Parking Survey and Study

This report summarizes the results and recommendations of a parking study performed by the City of Peekskill Parking Commission. The study area is the existing Business Improvement District (“BID”); refer to attached Map, Area and Location Map, with primary focus on the following street: Main Street, James Street, Brown Street, Park Street, South Street and Division Street. In addition, the City’s Parking Garages and Parking Lots were also reviewed. For the purpose of this study and report, two independent factors may have influenced the findings: the closure and repair of the James Street Garage and the initial start of the reconstruction of Route 9. At the time of the study, only the top two parking decks of the James Street Garage were closed. The complete closure of the garage did not occur until after the completion of this report.
 

The purpose of this study is to advise the Mayor and Common Council on matters related to enhancing parking, pricing and signage in the downtown. To do this, the study, included the following components which are explained in detail within this report:


1) An inventory of existing on-street and off-street parking spaces in the BID;
2) A survey of parking occupancies and turnover for on-street parking on a typical weekday;
3) A survey of parking occupancies and turnover for off-street parking on a typical weekday;
4) A survey of business owners regarding parking issues.
