The City Manager is the chief administrative officer of the City of Peekskill, responsible to the Common Council for the administration of all city affairs, as provided by the City Charter.
In April 2015, the Common Council appointed Richard A. Leins, Acting City Manager. Prior to being named Acting Manager, Mr. Leins held several other municipal positions, including as member of the Planning Board of the Village of Ossining, as its Prosecuting Attorney, Corporation Counsel and most recently as Village Manager. Mr. Leins has also served as Town Attorney and Special Counsel to the Town of Ossining.
Mr. Leins is a graduate of Dickinson College in Carlisle, Pennsylvania and of Fordham University School of Law in New York.
Mr. Leins is a member of the International City/County Management Association, as well as the New York State and Westchester County Bar Associations.
